Youth Unemployment in Romania: Post-crisis Challenges

Abstract This article reviews the dynamics of the Romanian youth labour market between 2007 and 2013. Using total unemployment rate as benchmarking we describe the dynamics of youth unemployment during these years. We argue that the short time effects of the crisis on youth unemployment are just one side of the problem. The long term effects related to education and migration trends are the main challenges that labour market policies should address in the near future.

Does Promoting Homeownership Always Damage Labour Market Performances?

In this paper we analyse the link between homeownership and various aggregate and individual labour market outcomes. Our aim is to investigate the likely consequences of public policies that promote homeownership. To this end, we develop a circular firm-worker matching model with Nash-bargained wage setting and free market entry. Homeowners are assumed to be less mobile than tenants and to bear higher mobility costs. Our numerical exercises show that tenants usually have lower unemployment rates and lower wage rates than homeowners. ESTIMATING INCENTIVE AND WELFARE EFFECTS OF NONSTATIONARY UNEMPLOYMENT BENEFITS

The distribution of unemployment duration in our equilibrium matching model with spell-dependent unemployment benefits displays time-varying exit rates. Building on semi-Markov processes, we translate these rates into an expression for the aggregate unemployment rate. Structural estimation using German microdata allows us to discuss the effects of an unemployment benefit reform (Hartz IV). The reform reduced unemployment by less than 0.1 percentage points. Contrary to general beliefs, the net wage for most skill and regional groups increased. Taking the insurance effect of unemployment benefits into account, however, the reform is welfare reducing for 76% of workers.
Matching inefficiencies, regional disparities and unemployment

. In this paper we apply a stochastic frontier approach to examine how matching inefficiencies and regional disparities in structural factors contribute to regional and aggregate unemployment. Our results suggest that there would be a substantial decline in aggregate unemployment if (i) all local labour offices operated with full efficiency or (ii) they shared the same structure of job seekers and vacant jobs as the most favourable office. Plant Productivity Dispersion and the College Premium: Evidence from the United States 1977-1997

For the United States in 1987-2014, I document at business cycle frequencies that the high-skill workers’ employer size wage premium is high (low) in times of low (high) unemployment relative to that of the low-skill workers. Specifically, the differential employer size wage premium between high-skill and low-skill workers has an unconditional correlation of -0.4 with the unemployment rate, and varies by about 6 percent over the business cycle. The skill premium itself does not exhibit a clear business cycle pattern over the sample period.

Abstract The migration behaviour of the unemployed in Finland is analysed in terms of the causal effectof moving on individual employment status. In 1994, 17 percent of the labour force wasunemployed and the unemployment rate exhibited a very slow decline in 1994–1996. Overhalf of those who were unemployed at the end of 1994 were still unemployed two years later.The propensity to find a job is somewhat greater among migrants. However, the positive effectof moving diminishes once other personal characteristics are accounted for. In economies characterized by low labor demand and high rates of youth unemployment, entrepreneurship training has the potential to enable youth to gain skills and create their own jobs. This paper presents experimental evidence on a new entrepreneurship track that provides business training and personalized coaching to university students in Tunisia. Undergraduates in the final year of licence appliquee were given the opportunity to graduate with a business plan instead of following the standard curriculum.
